ENGINEERING OPERATIONS - Elmer D. Smith, P.E./PLS, Secretary/Treasurer
A licensed Civil Engineer, Elmer brings over 30 years of experience in a wide assortment of construction projects, including utility construction and surveying. In this capacity, he serves as an advisor for business and field operations, and oversees special projects. Elmer and his staff allow Norm’s to offer “turn-key” projects to our clients.
